Indianapolis Mayor, Greg Ballard surrenders 26 private and state owned sites for martial law training
Under the guise of urban warfare training the 26th Expeditionary Unit an elite group of U.S. Marines will conduct a martial law training exercise at 26 “surrendered” locations in central Indiana from June 4th thru the 17th. While state officials and media are doing their best to assure the public that this military takeover of civilian property is somehow a good thing, ignoring the Posse Comitatus Act which fundamentally prohibits these types of exercises. These two weeks of training are also a contradiction of military tradition against deployments among the civilian population dating back to the end of the Civil War. Why then are the citizens of Indianapolis and six other Indiana towns being made to take part in two weeks of patrols and ambushes?
Local news station WTHR 6 reports, “That in the interest of national security the sights and sounds of war will be brought to Indianapolis.” Why do residents of Indianapolis need to learn the sights and sounds of war? Could it be a conditioning process? Considering that numerous urban training environments which exist within military bases in the U. S. and around the globe the explanation of “a need to train in realistic urban zones” is doubtful. More likely the real purpose is to condition the civilian population and military personnel to living under martial law. Too many this hypotheses may sound farfetched, that is until you realize the plans for martial law and the detention of U.S. citizens have already been made. (Sect. 1042 of the 2007 National Defense Authorization Act (NDAA), “Use of the Armed Forces in Major Public Emergencies,” gives the executive the power to invoke martial law.)
Most Americans are completely unaware of the Continuity of Government Commission created in the fall of 2002 to study and make recommendations for the continuity of government institutions after a catastrophic attack. This commission is made up primarily of professional lobbyists. The plans approved from this commission advocates a constitutional amendment calling for the appointment of individuals to the House of Representatives to fill the seats of dead or incapacitated members, a first in American history. I will say that again: our representative government will cease to exist as individuals to the House of Representatives will be appointed and not elected. An examination of the proposal reveals that it is both unnecessary and dangerous.
Out of the COGC came the National Security Presidential Directive NSPD 51. This directive establishes a comprehensive national policy on the continuity of federal government structures and operations and a single National Continuity Coordinator responsible for coordinating the development and implementation of federal continuity policies. This policy establishes “National Essential Functions,” prescribes continuity requirements for all executive departments and agencies, and provides guidance for state, local, territorial, and tribal governments, and private sector organizations in order to ensure a comprehensive and integrated national continuity program that will enhance the credibility of our national security posture and enable a more rapid and effective response to and recovery from a national emergency.
Therefore it is not much of a leap to conclude that the true purpose of these exercises is to prepare and condition the population and the military to the prospects of martial law. In a San Francisco Chronicle article published this February former U.S. Congressman Dan Hamburg revealed that beginning in 1999, the government had entered into a series of single-bid contracts with Haliburton subsidiary Kellogg, Brown and Root (KBR) to build detention camps at undisclosed locations within the United States. The government has also contracted with several companies to build thousands of railcars; some reportedly equipped with shackles, ostensibly to transport detainees.
Rep. Henry Waxman (D-CA) has complained about these contracts, saying that more taxpayer dollars should not go to taxpayer-gouging Halliburton. “What kind of “new programs” requires the construction and refurbishment of detention facilities in nearly every state of the union with the capacity to house perhaps millions of people?” ask Lewis Seiler and Dan Hamburg.
Disturbingly since 9/11, and seemingly without the notice of most Americans, the federal government has assumed the authority to institute martial law, suspended Habeas Corpus, arrest anyone labeled a dissident (citizen and non-citizen alike), and detain people without legal or constitutional recourse.
It saddens this U.S. Army veteran to see our Armed Forces misused by those who have no respect for our nation’s laws or traditions.

Proley socialism has only ever existed on a limited basis at any point before either the system collapsed or corporate socialism eventually took over.

The more I learn about the machinery in place across the continent and the globe to institute one-world government the more I ask myself what to do?

There was a poll done with the Marines asking if they would fire on Americans if they didn’t turn in their weapons, the majority answered YES.

I find it disturbing this martial law training is being conducted in a primarily black, depressed area of the country. What would happen if this were done in, say, Sugarland TX or Potomac MD?
This training does not need to be done around civilians. As a vet, all our training was done on military installations, and definitely not around our military families…for a reason.

Second, I’m a Marine veteran (cold warrior of the 80s). the Posse Comitatus Act does not apply to the Dept. of the Navy. That would include the USMC. This only applies to the regular Army. The only thing to understand here, is Article 1, Section 8, Clause 12:
“To raise and support armies, but no appropriation of money to that use shall be for a longer term than two years;”
This is clearly being violated. In fact, some say in violation since 1918. Of course, Clause 11 has been in violation since 1950. No constitutional amendments have been passed since to LEGALLY abrogate these. Again, understand that Clause 12 does not apply to the Navy and thus the USMC as well. The Marines are designed as a “quick reaction force.” Get in, do the job, then get out. The USMC was never intended as regular land army for extended durations.
Having said all this. These exercises by the 26th MEU do disturb me. I see no other practical purpose for these, except for dress rehearsal for national martial law. The urban combat training centers on U.S. bases worldwide are extensive and impressive. They are, in terms of realism and sophistication, a magnitude of 12x since my days in the 80s. There is no reason for troops to train in live communities. I agree with many here, that these are “conditioning exercises.” Dare I say — PSYOPS.
If to say, that Posse Comitatus does apply to land Marine forces in CONUS, what’s to keep the PTBs from ignoring the law anyway? Did the Federal Reserve Act of 1913 PROPERLY amend and abrogate Article 1, Section 10 of the Constitution? MEUs have been doing this type of training in various cities for years. It is a standard part of every MEUs predeployment training package.
Meus deploy all over the world. Driving up the street to their MOUT town would do very little to allow their logisticians the chance to practice moving a 2,200 man unit, along with their associated gear, weapons, and equipment, in a real-world situation.
If you would all do a little research instead of reading fiction which reinforces your paranoia, you would see that.

It’s called Training in an Urban Environment, and it has been going since the early ’90’s. Every Marine Expeditionary Unit has to complete it in order to earn it’s Special Operations Capable (SOC) designation prior to deployment. When I was the Logistics Chief of 11th MEU we conducted the same training in Oakland and San Francisco.

I just saw a 2006 short documentary on a facility in Indiana that could be a detention camp, or perhaps to manufacture the rail cars, or both. Coincidence? Perhaps. This was a good article for not long. I am not happy at all about US Military doing any urban training in our cities. For the person who thought the Marines were patrolling the southern border, you are not correct. The top of it all which sets this discussion in the toliet is the persons speaking of the Jews in a manner of hate speach. A person who speaks hate of the Jewish people would speak hate of his own kind just for something to do. I distance myself from such persons.

Our nation is taking a very dangerous path. Several years ago US Marines were surveyed. They were asked if they would have difficulties engaging and firing on American civilians. Overwhelmingly, Marines replied that they will follow orders. This means that they are reliable troops more so than the US Army troops. It also means that they will engage and destroy national guard units if ordered to do so. Firing on, destroying properties, and rounding up civilians for detention centers is part of this. Anyone who thinks that the New World Order rhetoric is an absurdity maybe should rethink their belief system in light of these developments. Big lies involve a great number of people. These plans have been in motion for a very long time.

Training is essential for the military. You must have no experience with it or you would not say asinine things.
Fear not. The Marines are not your enemy. Nor is any service man or woman in our volunteer military. The enforcers will most likely be the many armed contingents of government bureaucracies. Including but not limited to your local corrupt police departments, the DOJ FBI, BATFE, the catch-all Dept of Homeland Security, and even the armed force of the IRS or Department of Agriculture. The number of well armed government employees, with virtually no accountability, is staggering.

I believe it was the National Guardsmen and law enforcement type that went around confiscating firearms from homeowners. Wasn’t this the case? We all saw the photographs.

That has since been settled. I know of firefighters and other rescue units/persons, including helicopters, being fired on. I don’t recall, nor can I find reported, any incidents of NG, firing on civilians. Thousands of NG men & women did assist however. I might be biased - I got the T shirt - but I don’t know of a more honorable and disciplined service than the United States Marine Corps. A best friend - or - worst enemy.

Perhaps you should do a little research and find out whther ANY of the things in these articles are correct.
They are not. The Marines are doing standard predeployment training. Most of it was at the Muscatatuck Urban Training Center, a National Guard run facility nowhere near Indianapolis.
The only time the local citizens really ever saw Marines were at three time:
1.) When the Marines were called in by state agencies to stave off flooding. Particularly in Elnora, Ind., where they worked side by side with NG, Amish, Mennonites, townspeople, and prisoners to reinforce a levee, which in turn held and saved the city.
2.) At a community outreach day where the public was allowed to come meet many of the Marines and get their hands on their gear and equipment.
3.) When they say helicopters flying over Indianapolis, which would have been for two reasons:
A.) The Marines were doing route reconnaissance and performing practice landings.
B.) The Marines were called in by the state to assist FEMA investigators in surveying damage from the floods.
I believe the locals who are complaining are a very small minority, and thhose who aren’t in the area have absolutely no idea what they are talking about, as they are being misled by erroneous information.
I’m glad RockStar and maybe one other person around here has some sanity. It’s funny to see people spewing forth so much talk of “wake up sheeple!” and “omg this country is blah blah blah” after reading a “news” article with almost NO sources. People are too quick to embrace anything that supports their opinion they don’t care if it’s credible or supported by fact or not. The real sheeple are the ones supporting this article while asking for no sources.

I live in Indianapolis.The marines are here for training only.They are not using loaded weapons.They fly around in my neighborhood every evening. They are training to go to Iraq. Some Indianapolis residents saw military helicopter swoop overhead today and there’s a good reason. The Marines have landed in Indianapolis to practice urban warfare.
“There were two large helicopters and I saw them circle,” said John Koss. “Then I figured they’ll probably land over here at Ellenberger Park, but I couldn’t figure out why because we didn’t have any storm damage or anything,”
What Koss saw had nothing to do with fighting a storm, but everything to do with preparing for battle. For the next two weeks, about 2,300 U-S Marines will use Indianapolis as a mock battlefield for urban combat.
“What we’ve come to Indiana for, primarily, is training venues,” said Lt. Col. John Capdepon.
“We can go to other venues, but because this was untested uncharted territory for us, it really presented new challenges, which is what we’re all about,” said Sgt. Major Andrew Yagle.
The troops’ primary training grounds are Camp Atterbury and Muscatatuck. Those are the place where they’ll fire weapons, conduct patrols, and react to urban ambushes.
“The facilities here at Camp Atterbury and Muscatatuck offer us exactly what we need, primarily unfamiliarity,” said Lt. Col. John Giltz.
The marines’ mission will take them beyond military installations. They’ll land helicopters and deploy troops right here in Indianapolis, in order to experience the urban environment they’ll need in the war zone.
“We’ve canvassed the area. Most people know about it. All the law enforcement agencies know about it,” said Capdepon.
The city offered 26 sites to the marines, including Ellenberger Park, Brookside Park, and the old Eastgate Mall. Expect to see military choppers and mock raids, marines on the roads, and patrolling by foot, taking them out of their comfort zone, to prepare for the war zone.
A lot of that city training will happen at night, since, in battle, marines prefer to fight at night. The helicopters will only fly until midnight. While the marines welcome onlookers, they ask that civilians stay safe by staying at least 100 yards from the choppers. The training will end on June 19th.

Nelson. Urban training is urban training. The skillsets are the same in Indy or Iraq.
Fact is most of the training went on at Camp Atterbury and Muscatatuck Urban Training Center, where they mock up middle-eastern villages.
If you actually paid attention, no one but the media, who you on these websites seem to rail against as untruthful, called these anything but predeployment training exercises.
The fact that everyone is ignorant of military training, and indeed, the history of these exercises, is ridiculous.
If you are so worried about “the neo-cons”, and “the government”, and “posse comitatus”, etc., I would expect you to do a little of your own research instead of being spoon-fed by these websites which can print anything they want.
Look for yourself, the information is out there, the MEUs do this training before every deployment. Since they can be deployed to anywhere in the world, they have to be ready to conduct operations anywhere.

First of all, I’m no conspiracy theorist nor do I claim to know everything there is to know about politics, legislation, etc. However, there has without a doubt been a slow, painful shift in where this country’s priorities lie since its inception. Maybe there will be a sweeping change in how things are run, but I think more likely they’ll just continue to do it slow, one little freedom at a time. Running out and joining a militia doesn’t seem to be the best solution at this juncture seeing as how they have most of the population so hopped up on fear that the same people you would be standing up for would be shouting for your demise. That’s not to say we shouldn’t all own a gun, or at the very least know how to use one efficiently. Getting in shape also a good idea; even if the proverbial shit doesn’t hit the fan and turn us all into gun-toting guerillas, what harm could it possibly do? Canned food? Why not? Martial law aside, there are natural disasters, power outages, etc. Also, for god’s sake everyone needs to ease up on each other’s religions…that muslim or jew or christian or even (gasp!) atheist down the street might have the medicine your kid needs someday down the road when you can’t get it anywhere else. They (as in “the man”) will use differences of religion to divide us, breed distrust, and ultimately control us all. So be a bit more accepting; it doesn’t hurt, i promise. And as for the responses from military personnel, you can’t possibly believe that the upper ranks tell everyone all the way down the ladder everything that they’re up to. Not thinking something will happen is one thing; not believing that it’s possible is just ignorant.

Martial law has been used in almost every situation that has gotten out of control in the states. For example, the LA riots, the Watts riots, after Katrina (more for helping out, not patrol.), the civil rights’ violent breakouts, etc. It is nothing new and even lincoln had suspended the habeaus corpus for draft dogers and Lincoln imposed the suspension on “prisoners of war, spies, or aiders and abettors of the enemy,” as well. It was implemented in during the revolution and in ww2 in hawaii. It was also implemented by president jackson after regaining Lousiana from the british during the battle of 1812. So no, it’s nothing new and for all you bush hater syndrome munshikins, wise up and as the person above stated, WAKE UP PEOPLE! KNOW YOUR HISTORY!

It’s true military exercises are sometimes used as a statement more than for preparedness. But this might be one for preparedness. In the aftermath of a complicated organized attack, a temporary and isolated state of martial law can really help flush out, capture, but most importantly stop the enemy. That’s what they’re focussed on, and keeping the millions of good law-abiding citizens out of the way. It happened in Canada in Quebec in 1970 when they underwent a number of terrorist attacks, and it worked enough for them to find and break up the cells. Myself, I’m a Canadian. Sometimes I wonder why Americans get so paranoid about these things, when the truth is that because of your gun laws, if the people really didn’t like what was going on…you’ve got enough guns to fight back against your government, where the people of so many other nations wouldn’t have a chance in hell. Do you really think your country’s soldiers have no moral conscience? That they would really turn against their own people?

We were not told we were sacrificing our sons and daughters for FEMA. Propagandists are good at protecting us from Conspiracy theorists and black helicopters, but they didn’t protect us from defeated dictators. They didn’t protect us from no-fly-zones. They didn’t protect us from bailing out careless financiers. I don’t know about you, sir, but those I know who are in the military would never stand for this kind of act if they were called upon to actually do it. They are sworn to uphold the constitution, and this is not it.

The people who wrote the US Constitution would be very sad to observe what is happening in America.
We Americans, who go around beating our breasts and acting like the worlds cop, cannot even control what our representatives are doing in our own nation. This is true whether it’s keeping an eye on Wall Streets criminality, massive legal immigration(what exactly is the purpose of it?) and massive illegal immigration. Everywhere we look there are sanctuary cities, where criminals can hide out and the police can’t do a thing, and the laws in general are breaking down all around us. Martial Law training?? I have no doubt, because we with our utter and complete apathy have brought it upon ourselves. Time to put the blame where it belongs. Thank you. Now we can go back to watching Oprah, Survivor, go to the golf course, or whatever other sublimations make us feel good.
